The 119 report operation used to rely on manual methods for reporting and dispatching which were slower and increased response time. Also it could be difficult to dispatch large-scale fire-fighting
vehicles to the correct address. Thus the reporting personnel are under the double pressure of working long hours and
trying to make no mistakes which will make it difficult to maintain a high level of acceptable services.

The Taiwanese Council has set up a modern intelligent computer-assisted service dispatch system to increase the city's urban competitiveness and to continue to protect the citizens. An important component of the new system is video 119.

Taipei Fire Department has strengthened the service of disaster relief and
ambulance, and improved the efficiency of serving people. The
"Video 119" was built to allow people to use it immediately
when they have a report request.
This
service can send the report location information and live video to
the reception counter of the Taipei Municipal Government Fire
Department 119. It will provide the caller with a video interview
with the dispatcher. The dispatcher can visually report the actual
needs of the scene and will send the information to the reporter's mobile phone. The video below shows the process.
To enhance its 119 emergency dispatch service to its full capacity and efficiency, the Taipei Fire Department has developed「Video119 App」 which is designated for all citizens of Taipei City in case of any inquiries of emergency reports. The Video 119 App is accessible to all citizens any time and anywhere.
「The Video119 App」has plenty of remarkable features including giving the precise location of the case reporter or the incident location. It can also control the case reporter’s camera remotely at the discretion of the operators. Other features include live CPR instruction while speaking to an operator, as well as live streaming camera images which gives operators an instant view of the entire scene as well as sufficient information to make a much smoother dispatching process.
